The Winnipeg Social Purchasing Portal is a partnership of Supporting Employment and Economic Development (SEED) Winnipeg Inc., and The North End Community Renewal Corporation (NECRC). The partnership represents a collaborative approach to meeting the needs of low-income, inner city and Winnipeg residents via the use of partner organizations' skills and expertise as well as their strong commitment to community economic development.

About SEED Winnipeg (Supporting Employment and Economic Development)

SEED Winnipeg Inc. was formed in the late 1980’s as a result of a major study of the economic development needs of Winnipeg’s inner city. The study indicated that there was a strong need for a business development organization to serve the needs of the low-income community. After a number of years of searching for resources, SEED Winnipeg became operational in January of 1993.

Our mission is “To combat poverty and assist in the renewal of primarily inner-city communities by providing capacity building services that assist low-income individuals, groups, organizations and economically distressed neighbourhoods improve their social and economic vitality.”

SEED fulfills its mission by delivering programs and services that help low-income individuals, groups and organizations start businesses and save money for future goals. SEED also conducts CED (Community Economic Development) related research and consults with other CED organizations and community groups at the local, regional and national levels in an effort to expand the adoption of CED methods as the normative approach to economic development in Canada. Current program areas include:

  1. Build A Business Program:
    Free and fee for service business development and expansion services including training, business planning, access to financing, consulting, after-care support and referrals to other services.
  2. Asset Building Programs:
    Individual Development Account (IDA) and Saving Circle (SC) programs combine money management training, one to one financial counselling, peer support and matched savings. Participants in IDA programs save for designated assets such as home ownership, renovations, business capital, and education while the Saving Circle program participants save for necessities, which will improve their quality of life such as furniture, disability supports and medical devices. Free and fee for service stand-alone Money Management training sessions are also provided.
  3. Community and Worker Ownership Program:
    Provides assistance to groups of 3 or more who are interested in starting or expanding a cooperative, or a community or social enterprise to create quality jobs for primarily low-income individuals. Free and fee for service assistance is provided in the following areas: assessing group or organizational skills and resources; developing governance structures and a business plan; assessing viability of business ideas; accessing loan and equity financing; provision of business management and professional development workshops; and ongoing financial review and strategic planning services for up to two years.
  4. CED Technical Assistance:
    Short term consulting and brokering services, in such areas as program development, training, partnership building, planning and research, to groups and organizations working with marginalized communities.
  5. Research and Development:
    Pilot programs and research related to improving or expanding presently offered services and/or related to issues affecting community economic development for marginalized populations and neighbourhoods.

About NECRC (North End Community Renewal Corporation)

NECRC was founded to promote the social, economic and cultural renewal of the North End of Winnipeg. The Corporation was established in 1998 by a coalition of Winnipeg community organizations.

Our philosophy: NECRC operates on principles of Community Economic Development using a development system approach to bring about renewal in the North End. Our four development themes: community, business, employment and housing combine to maximize the impact of our community initiatives.

NECRC is presently fulfilling its philosophy by providing programs and services in the following areas:

Housing Development:
NECRC addresses North End housing issues through; housing fix-up programs, graffiti removal, Neighbourhood Housing Plans, safety programs and partnerships with non-profit housing groups

Community Development, Health and Safety:
To promote community development, health and safety in the North End, NECRC; celebrates the North End’s cultural diversity, develops recreation services in partnership with local agencies, publishes a quarterly newsletter, provides “Small Grants” for Neighbourhood renewal, encourages local groups and agencies to initiate community revitalization projects, safety steering committee, North End Wellness Centre and the School Resource Officer project

Economic Development:
The North End is a historic Neighbourhood with unlimited potential for business. In recognition of this, NECRC partners with Mosaic Market BIZ, Selkirk Ave. BIZ and Selkirk Ave. Task Force to create the North End Business Partnership. Through the partnership business services are being provided to existing North End business to assist them to grow and develop. Assistance is also available to new businesses that are looking to establish their business within the community.

Employment Development:
NECRC is dedicated to increasing the level of employment in the North End. NECRC achieves its employment goals through NECRC PATH Resource Centre and the Employment Development System Committee.

PATH Resource Centre works one-on-one to help residents identify their personal and career goals and implement action plans to reach them. PATH Resource Centre provides the following employment assistance to individuals:

  • Identification of personal life direction
  • Establishment of personal and career goals
  • Identification of personal action plans required to address barriers to personal development, education and employment
  • Identify community resources that will assist individuals to meet their goals
  • Provide ongoing support to stay on track and to meet their goals
  • Provides career counselling, job search assistance and monitored job placements.
  • Assistance in writing a strong resume for the job you want.
  • Learning how to handle a job interview

PATH Resource Centre works with employers to:

  • Recruit qualified employees.
  • Develop job descriptions
  • Identify future staffing/training needs

The Employment Development System Committee (EDS) works with NECRC to identify and respond to areas of need in employment services.
